The Tax Collector

The Tax Collector’s card.

Moonstones are the win condition for a standard game - if you have more than your opponent by the end, you win.

‘Rebate’ and ‘Income Tax’

Now with the Tax Collector, they're also great for buffing your troupe's movement and toughness as well as sapping the opponent's troupe of energy. 'Rebate' and 'Income Tax' are the Tax Collectors' active abilities that accomplish this. As these are active abilities, they don’t need any cards drawn from the arcane deck and go off automatically. This is always a nice bonus for active abilities but it’s especially useful for the Tax Collector, as she is likely to be targeting moonstone carriers (who are often hiding behind cover), enemies who have good evade, or both.

'Income Tax' is something the Tax Collector will likely use every time she activates. For no cost, she can target an enemy character that has a moonstone and get them to pay an energy tax or forgo all their movement for the turn. This will often result in the opponent just paying a little energy to the Tax Collector, but it can also dictate how they harvest their moonstones. Knowing the Tax Collector is on the board might often be enough for the opponent to not stack all their stones on one model and instead spread them across their entire troupe, slowing it down. Furthermore, after taking her tax she can offer the enemy a 'Rebate'. She can use this active ability to pull the enemy closer to your troupe, offering you the opportunity to attack that model or steal its moonstones!

Signature

“This is where it says I get to take your moonstones, now hand them to my assistant and there won’t be any trouble.”

Speaking of stealing stones, the Tax Collector can get enemies to pay up using her signature. With a high guard, the Tax Collector can steal a moonstone from an enemy. However, they can cancel this effect by once again paying an energy tax to the Tax Collector. This can in turn allow the Tax Collector another melee attack, meaning when an enemy puts off giving her a moonstone, it may just delay the inevitable and drain all their energy. 

‘Friskal Stimulus’ and ‘Swift’

With only 3 melee though and only 7 wounds, it'd look like her melee would be unreliable and risky. This is when 'Friskal Stimulus' comes in to help, giving the Tax Collector a melee bonus and damage reduction, so she can resist the incoming damage and steal stones more reliably! 

The other defensive passive the Tax Collector has is 'Swift'. This very happily complements 'Friskal Stimulus'. This is because it allows her to stay in combat against moonstone carriers using her damage reduction and melee bonus to stay alive, whilst getting away from models without stones by using ‘Swift’. 

‘Inheritance Tax’

The Tax Collector’s final trick is ‘Inheritance Tax’, which provides some great insurance should a friendly goblin with a stone be slain. With ‘Inheritance Tax’, a friendly goblin can pick up a moonstone and thus receive a greater bonus from the Tax Collectors' 'Rebate'. Then, if they are unfortunate enough to be slain, the Tax Collector can swoop in to make sure the moonstone isn't lost to the enemy!
